Is there any justification for cars in a place that dense? It seems like it would be better to just have parking on the outside of town and only allow private cars in if they can prove ownership of a private parking spot.

how about get rid of cities completely there is no reason post Industrial Revolution to have so many people living in such a small space. there is no reason to have buildings more than 4 stories high. there is no reason that more than 10000 people need to live in one area. there is no reason that workers in offices cannot work from home. town planning in the 21st century should place all industrial work outside the town, completely ban commercial buildings that do not not have manufacturing or other hands on staff. town centres should be merely for small shops restaurants and entertainment. out of town business parks airports and shopping centres can cater for the majority of needs while keeping traffic and pollution away from residential areas.
keeping to these basic facts you should have no problem with absolutely any street plan layout you should choose
