Hokuriku Shinkansen through operation from Tokyo to Hokuriku still need 1-2 weeks before it can be resumed, due to problem on electric system for signal.
The ten flooded trains are likely to be write off, even if they're not, it will take nany times before they can be fixed.
JR East is now consodering life extension for E4 on Joetsu Shinkansen and redesignate those E7 for Joetsu Shinkansen to Hokuriku Shinkansen. The plan to unify all trains on Joetsu Shinkansen to E7 and increase the speed on the line by the end of FY2022 is going to be impacted by it.
J-TREC is now making two new E7 trains which're olanning to be introduced into service in FY2019, however their production line have been filled full by order from the Philippines for mass transit there and it is also difficult to add additional production line, and other manufacturers also have their own orders that need to fulfill and thus doesn't have extra capacity.
Nagano maintenance center is also not able to maintain trains for now. JR East have already asked for JR West for help.
And apparently JR East's disaster insurance provide little coverage for vehicles so if they're to be written off then it will also have some impact on JR East's balance sheet.
