Car carriers are notoriously unstable and the nature of their cargo doesn't allow for mistakes. My best guess, before the NTSB report comes out:
>Ship is heading to sea, taking water ballast
>Ballast system malfunctions or is mismanaged
>Ship takes a list to port
>One or more cars is poorly stowed and breaks loose, breaking other cars loose
>Domino effect as all this weight shifts to port, ship turtles.
As long as this ship type has been around, shifting cargo and their tender stability has been an issue. This sort of accident happens at least once a year
