>assemble?Up to you. I assembled what wasnt already built for my bike and it had pros and cons. I got experience working on it and am basically independent for repairs, however doing some things poorly (mostly not owning grease) and im still suffering from that, the first time i took my cranks off it took a few hours and plenty of wd40

>frame?Depends entirely on what you want
First you need to know what material you want (dont buy shitty steel, at least decent chromoly)
Then you have to figure out what features you want. Some people like fender mounts, bottle cages, wide tire clearence, others just want a clean frame
Also factor in geometry here, but geometry tends to follow these (a frame without brake mounts is sure to have a track-like geometry, for instance)
Once you have the basics figured out, you can narrow things down even further with cosmetic or aesthetic options like color/design, lugged for steel frames, or brand
