cheep option is to use pantry baskets or wardrobe baskets, esp that they come in many sizes

front baskets need to be sized more carefully than rear and depend alot more on the bike so I can give no advice here
aside to say that you may as well have two baskets that can each handle a reusable shopping bag
this way your bags are already packed when your out of the store, drop them in the baskets then strap them down with cargo nets or old inner tubes/bungee cord
