Thinking of picking this up locally for $30

Could it make a good gravel bike with a drop bar conversion and more modern components?

no, it's too low end, and the geo is too comfymode with slack angles and it's already very long

and i wouldn't go hard with modern components or dropping cash either, unless you need to
definitely a good project and i bet you can improve it a lot though
