All these weird non-siderod designs were made to provide traction on steep grades and to handle sketchy track, so yes lots of logging, mining and industrial use.

The New York Central has a couple of Shays with shrouded dummy bodies to switch freight on the Lower West Side of Manhattan. This was the “Death Avenue” street trackage that the High Line replaced.

Cooler, but by all accounts I've heard from people who drive both (roaring camp employees, old timers from pickering/WSLC) is that they prefer the Shay. The Heisler shakes like Michael J Fox on cocaine, especially once you really get it going.
