Remember, the architect's job is to come up with stuff that wins contracts, not to make something that's actually good. If they get too distracted by making something good,someone else will win instead and they will eventually lose their job because they never come up with anything the politicians like.
The politicians, on the other hand, did and do a bad job at picking winners. But it's not like the general public would be any better. Most people would have done the same. Blame the dumb masses, they would all have done it. The average person is incredibly stupid. That's the cost of living in a democracy, you get bad bike paths.
