In terms of modern Japanese locomotives this thing. It would pop fuses pulling too much power. The same JR freight that over half of it's rolling stock is from the 60s just retired the last on 3 days ago.

It is true. There is a program called (Stahlharte Geschäfe) Steel Buddies. You may find that they cannot fix anything, the customer is not satisfied and the service is not guaranteed. It is the opposite of Wheeler Dealers or Top Gear BBC, for example.
Germans are terrible mechanics. They know how to calculate and charge, but they are not geniuses of mechanics.
German locomotives may not be worse than Chinese ones.
