First, cyclists are supposed to walk across if they use the push button (not sure if it is written up as a bylaw). Second, as soon as the intersection is clear, drivers are going to blast through even if the light is still flashing. Its suicidal to thinks that residual flashing provides you any protection whatsoever.
There is a local half signal at a T intersection that caught me off guard once. All the hardware is typical intersection lights. Walk / Don't Walk with countdown for pedestrians and red, yellow, green signal for vehicles. Except drivers get a flashing red instead of a solid, so as soon as pedestrians cross traffic starts moving again. From the side road there is no way to tell that drivers don't have a solid red.
