I think the main problem with a vehicle like this is the incredible amount of heat generated, especially in warmer weather, when you're inclosed in such a small space and don't have the benefit of the wind to cool you down.

one big problem with mass adaption of any transport method is that California must use it. California steers the market for transportation related stuff.

Since California is full of hills, stuff like this cannot work and mass adaption presents a really big hurdle. California killed mopeds and they will probably end up killing escooters (despite being a leader of it now).

California decides (by it's laws, mainly emissions) what cars will be made by the big auto manufacturers.

a motorcycle is a totally different machine. it relies on raw power instead of cutting through the wind. in fact, a touring motorcycle has the worst aurodynamics of all, more than twice as bad as a car.

the touring motorcycle also weight over 10 times as much as a velomobile, and it relies on a plethora of parts that are prone to failure and are costly to replace. And you still get wet.
