Would there even be a meaningful benefit in fuel savings or possibly speed if the next generation of freight locomotives and cars had a more aerodynamic design?

Fuel savings would be offset by the added cost of aerodynamic designs and devices. Speed is not the name of the game in freight and North American freight locomotives max out at around 70 mph, most lines have speed limits well below that anyway.

over here, the state railways are betting heavily on fuel savings by switching to 100% electric. the reasons it might work are that we have a very good grid coverage (unlike eg the US), and because we import massive quantities of diesel fuel. they aim to save about 8 billion dollars annually in running costs, but i think they've fucked up the math on the maintenance and running costs.

These trains travel at nearly a walking pace, aerodynamic drag is neglectable at that kind of speed.
Different story for passenger trains and fast freight trains though.
