I think it really depends on the city. In some spots, even the tiniest changes to the roadway will be noticed by old white people living there who inspect every square inch of their street and will launch a shitstorm to their local community board, electededs, and the media about "changes they did not agree to". Conversely, I'm sure there's locations where people would just assume the city agency did the work and it's just how it is and wouldn't make a stink about it.
