Are these fucking things ever justified in municipalities without enormous pedestrian traffic?
My shithole city of less than a million seems to think we needed five of these.

I live in Toronto and I only know of 2 in the whole city, at Bloor-Yonge and Dundas-Yonge. Both of them are pretty packed most of the time, and the scrambles make crossing the street slightly easier.

When one of these goes off there's time for everyone to cross, instead of needing 2 pedestrian light cycles. Instead of 'cars give way to pedestrians crossing' you get a much safer 'all traffic stops'. You also get less opportunity for a sudden swarm of pedestrians to stop anyone from doing right turns by using the crossing from green to red.

Imo the pedestrian convienience definitely outweighs the rather minor inconvience to general traffic.

They're fine in any main street CBD area that isn't used by highway/through traffic. In those circumstances you want it to be easy to walk around, and cars to be second class citizens.

That's the idea. Bums get to larp like they live in New York City as they cross kitty corner from mcdonalds to the bus stop.
I think it's vanity planning that shits on good civil engineering. Not having traffic always flow in one direction is also an impediment for emergency services.

Both phrases are in common usage. The technical term is exclusive pedestrian phase to describe the actual traffic signal configuration in which the active phase only allows pedestrian movements. It's likely a cultural/location thing too, here we do say Barnes Dance to sometimes describe it in common language, but in Japan for example the most famous scramble is literally called Shibuya Scramble.

its actually good for traffic because the less amount of blockage means more people will drive cars so the more you block traffic the less people will drive and so there will be less traffic
