Roman concrete took a long time to set and cure, so even a simple project could take years.
Imaging if it took months to pour the foundation of your house and they had to stop in the winter before pouring the other parts. And you have skilled workers pound compressing it often by hand for hours on end many days at a time. Add to it fumed silica from fresh volcanic ash which is not the safest thing to handle. And your project is going to cost way more then anyone would be willing to pay, even if it will last centuries once done.
If we did it now we could simplify some parts, but the long setting and curing time can not be speed up. I would be interested to see if new 3D printing concert could automate all the hard parts so you just have to wait a few years before using the structure. If we get cost down to about the same, would people be willing to wait for it?
