the weather was below VFR minimums, so he had to get "Special VFR" to enter both.
He can't do SVFR while IFR (or any other SVFR) traffic is in the airspace
he held waiting for a gap in Burbank IFR arrivals, then is given clearance into Burbank SVFR, he exits that airspace, contacts Van Nuys, and is given SVFR into Van Nuys.
He exits Van Nuys, then tries to get Flight Following near the mountains
something happens (CFIT? VFR-IMC? Unannounced Mechanical (i doubt it), medical?) and crashes.
My money is on either CFIT or VFR-IMC. Possible LOC-I but the weather was certainly a factor.
