Despite being the most effective form of travel on land by order of ton-miles per gallon, rails are neglected in America. Rails are roughly 4 times more efficient than trucks by this metric. Despite this, rails are currently more expensive, time consuming, and inaccessible to the consumer for both passages and freight transporters alike.
Fuel duties were first implemented in the U.S. branded as a ‘road tax.’ These taxes were leveled on the sale of petrol and diesel for the explicit purpose of building and maintaining roads. The logic was the taxes was to be proportional as the amount of gas one used was related directly to how much one used the roads. If one did not use, they roads at all, the effectively would be exempt. However, by the turn of the 20th centery trains switched from steam powdered to deiseal. In effect roads from then on where subsidized at the expense of trains. Moreover, at current day, airplanes are exempt from paying a fuel duty due to lobbing on their behave. Reforms are needed to bring ourselves to be more sustainable. This comes in two parts;
Firstly, redefine Fuel Duties as to tax all transport, including planes. This tax being portal to their fuel use will be best rebranded as a ‘carbon tax.’ These funds shall go towards the construction of more efficient and eco-friendly infrastructure such as canals and train lines.
