This "wroomer" you mention is basically the opposite of a cager though. Caging is mostly a mentality, of seeking numbness, comfort, a reason to not be alert on the street, of acting in a simultaneously impatient and overly cautious manner, your average pedestrian has more in common to them than somebody who is actually enjoying their automobile.
