Personally I like Biden because he's been a strong supporter of high-speed rail. He brought it up in 2 debates this campaign as well.

Lots of transit advocates preferred Bernie, but I think Biden is the one who can really get HSR done with bipartisan support.
I also don't like Bernie's rent control plans because it would fuck up walkable housing development. Nor did I like his big plan to subsidize electric cars.

I like Bernie more because Biden wants to operate and expand Amtrak and rail transport in the current parameters that is operated (PPP heavy, Amtrak non-competitive with buses, Red states will override good projects, etc). A GND platform would, ideally, open up more funds for intercity/intracity rail networks and give local government more flexibility with transportation funding. I fear Biden will concede Amtrak to the Republicans for the sake of feel-good "bipartisanship" (concession doesn't necessarily mean elimination). Also, I'd hope Sanders would push for HUD to open up money for the development of more non-profit/limited profit housing, particularly in regions where there's a housing crunch (NYC, DC, LA, SEA).

But, even as a Sanders supporter, I can read a poll. Barring some unforeseen circumstances, Bernie isn't going to have enough delegates on a first ballot to become the nominee. He should still stay in, but at this point, Biden is probably going to be the nom. At best, we can hope for something similar to Obama TIGER grant money or a minimal gas tax increase. But I don't see a Biden administration being something that would actually support anything /n/ actually wants.

Riding the train to work doesn't mean he'll actually fight to expand rail in America. His infrastructure plan put highways, roads, and bridges before even discussing rail. When he does talk about rail, he says he's going to expand high-speed rail, but proposes things that can be shot down by hostile states (Wisconsin for example). His funding mechanisms are grants and loans, which can be turned down like what happened under the Hogan Administration with Baltimore's Red Line project. Biden's Administration will leave rail in the same place it was under Obama: lacking.

Even if Biden were to get projects through under the existing system, he wouldn't get many done considering the limited amount of funding available, and these projects can be slashed by local officials who are unfriendly towards transit. In Democratic stronghold of Maryland, they cut down a rail project due to NIMBY opposition and a Republican governor and the project was only saved by suburban business interests along the proposed route (in 2015). This project is still underway, and won't even open until late 2021. In Democratic stronghold New Jersey, Christie canceled a rail tunnel project across the Hudson that would've been critical in the NE rail infrastructure. These projects took years, even decades, to prepare. There's little chance Biden can do anything substantial in the current system, counter to what he implies in his rhetoric. Whether or not Sanders can pass a Green New Deal or major rail infrastructure package, at least he proposes a vision that's aspirational.

Biden himself is a longtime advocate of rail (maybe more so than any Dem candidate) and tbph I think it comes down to appointees. I literally think Biden will appoint people-transit people to run these agencies, especially with climate change becoming a bigger concern every month.
I also think, like every president in the world, he’ll want to leave his legacy. And a high-speed rail system is the perfect opportunity there.
