the top of the seat post would only really need to be protected if the bike had no fenders as the water hits the under side of the seat then drips down the seat tube
a plasic shopping bag bunched up between the seat rails and above the seat tube provides splash protection
the fork crown of some bikes has a hole in its bottom and fenders of low quality allow some water and rust into this area
its never really too much a problem except for maybe speeding up quill stem rust, a wooden cork soaked in oil may work here
the internal frame routing may not be an issue so long as the bodin / cable outer does not crack and let the water in
it just makes the cable outers harder to service or remove
oil is a good barrer to have for the end of bowdens
just a little bit inside barrel adjusters with the brakes fully applyed, the cable will drag the oil into the first few mm of cable houseing
and also in the termnation of the cable where it reaches the brake
the rear brake on some womens bikes is shaped such that the cable houseing is pointing up and can funnel in water
once it rusts the oil has to be slowly gravity fed though to break the binding

many bike frames and the floors and sills of some cars have holes in them to allow the water to drain out
the holes must be placed the lowest point but not in such a place where water can get splashed inwards
