The reason why normal people don't ride bikes like the Lotus isn't because of the UCI. It's because double diamond bikes ride so much better. The double diamond is pretty much the ideal frame type for ride quality. Yes you could build frames that are aerodynamically faster, but unfortunately their ride qualities would be much worse. The same applies even in UCI approved frames when comparing aero and lightweight/all round/GC frames from the same manufacturer the GC frames are all comfier and often better handling. So unless you're racing you're better off in the GC frame.
On TT and Tri bikes the worse handling doesn't matter as much as they're specialty machines where the only goal is to go as fast as possible. For an average rider they ride bikes because it's fun for them. Being slightly slower doesn't take away from the fun, the bike handling like shit and being uncomfy would take away from it.
Road geometry has had decades to develop into where it is now, they tried all kinds of shit back in the day and everyone has agreed that roughly what we have now is perfect. MTB is still in its infancy right now and that's why you can see them changing and developing so rapidly.
