Economic prosperity in western countries is what supports homeless/unemployed/very poor people and losing it will fuck them too. These people at the bottom of society, in poorer nations, under these circumstances, will often literally just starve to death.
Having more to lose cuts both ways. If you only have a little, and you lose it, you have nothing.
Also homeless people are uniquely poorly suited for this situation because their entire way of existence runs counter to physical distancing and rules around staying out of public.
Also most homeless people are mentally ill and or have health issues and or have drug problems. Any further stress in their life can easily drive them over the edge into psychosis.
