You all seem to miss the fact that half of Ocean Park is at Nam Long Shan. Only the flater Waterfront lowland close to Ocean Park Station is worth developing.

>govt. sure as hell could've at least extended the tram line all the way to Chai Wan Too steep (do you know back in the days of single-decker trailer cars those trams can't traverse quite a few inclines), and too little land. There's no incentive after deciding on MTR, as Chai Wan Rd and Island Eastern Corridor make good bus corridors.
In the interest of walking, bikes, and bus or tram, building an ordinary road along the coast would pass through the historic Lei Yue Mun Fort (Coastal Defense Museum), and already narrow Lei Yue Mun channel.
