BUT it's not the UCI itself holding back innovations. Its the manufacturers for the consumer market who try to copy what UCI pro riders ride. 99.999% of consumers will never be in a UCI sanctioned race yet they want to have the limited UCI gear.
In the prosumer market, nobody is holding you back to throw a frame like
