It's probably the best place to live without a car besides NYC.

I was about to move there myself for the same reasons, but I ended up finding a good job in NYC.

Short answer is yes.

CTA is more reliable than NYC subway, though not as comprehensive. Metra is cheaper and more reliable than metro-north or LIRR.

Amtrak to regional cities works well. South shore line and metra electric also cool. Metra plus Uber gets you anywhere in Chicagoland.

Decent number of bike lanes. Not enough but more every year. Lakeshore path is great for north-south.

Divvy bike is ok, and cheaper than citibike.

Drivers are mixed, depending on road/hood.

Rent is cheaper than coasts of course. If you knew where you were gonna work setting up a bike commute would be easy

Oh and it's a entirely flat. So so easy to bike and just go and go

In my experience Washington DC is pretty walkable, I imagine it's a thing for cities settled largely before the Civil War.

Chicago is probably the best inland city to live in if you don't wanna drive, particularly the north side. You may encounter some problems in the winter since you're gonna have to wait for trains outside but the trains here run way better than they have any right to so if you catch it in time you can minimize that.

That only really prevents theft if you never go anyhwhere where you'd have to leave your bike locked up and unattended for any period of time.
If someone really wants your bike they'll still steal it in the middle of the day.

I'm moving to Chicago in just over a month, but I have been there a lot over the years. I feel comfortable enough with the public transport plus biking options to sell off my car prior to the move.
Because of the cold you will have to take layering seriously, especially if you intend to bike, but it's certainly doable. A lot of how you handle it the first winter will have to do with where you are moving from.
