Motorbikes are small, light, nimble and, if you take an economy one, very fuel efficient. But they are uncomfortable in bad weather, lack cargo capacity, room for passengers and safety. Those needs are filled by a car.
If you want to stick something inbetween a really small car and a bike, however you end up losing all those pros of the car way before you get to any of the pros of the motorbike. What you end up getting is essentially an expensive deathtrap that drives like shit, can't fit anything except the driver and still needs as much fuel as a microcar. All you gain is that, compared to a bike, you won't get wet. But at the price-point you're venturing to for such a solution, some Aygo or so would also have kept you dry.
Simply put, it combines the problems of both modes of transport, while evading their advantages.
