We're talking pennies on the dollar compared to major infrastructure projects. Cost is never the issue with bike lanes it's usually frivolous and unfounded fears from the community that it will destroy the local economy.

Commuter rail also is likely to have conductors/ticket people checking. Bums will stick to metros circulating in the urban areas to sleep on, not the trains where the conductors will catch them and call the cops.
