When they are deemed old enough (4 is typical), they should be given a pedal bike with front/rear handbrakes. No footbrake. Since they already know how to balance, they will pick up pedal biking in an afternoon. Wear elbow and knee pads until they stop crashing
At no point should a child use training wheels.
If your daughter can't figure it out I suggest removing the pedals, bottom bracket, and chain from her bike and using it as a balance bike for several months
