Also my idea but that's a bit too spread out. I prefer the Russian Obshchina/mir system (all dwellings somewhat close together in the center and all the agricultural land surrounding them in a segmented circle). I'd rather not have to walk 5 miles to go court the daughter of the neighbor and i'd rather have a central place for community events.

Centre the CBD both sides of a decent-sized river, with passenger ferries running frequently up and down. No cars in the CBD (duh), all non-ferry transport is by train. Busses only exist to give people in the suburbs lifts to the train stations and ferry terminals, they don't exist in the city centre where the stations are all walking distance apart.

There are designated roads for service vehicles but most of the "roads" are just for pedestrians. All train lines have a cycleway accompanying them in the same corridor.
