the metal and carbon can be separated by a small layer of plastic that keeps them from exchanging irons
but this layer of plastic also has to remain waterproof otherwise the water (Polar protic solvent) acts as a conductor between the materials
another approach is to use materials that are closer to carbon fiber in their electrical capacity
some wheels with carbon rims use spoke nipples made of stainless steel or brass partly for this reason
also water can carry salt and other catalysts into vulnerable parts of the frame
what effect water and salt has on epoxy I'm not sure but it does seem to damage it slightly
without any metals to act as an electrolyte water will mostly act as a solvent and somewhere for mold to grow
and if you live somewhere really cold the water could turn to ice while trapped in a small part of the frame
