Concussions and such are caused by your brain hitting the inside of your skull, and therefore by the change in velocity of your head. Helmets do not change the rate that your head slows down at (eg if your head is travelling at 3 m/s, the extra 0.003m of helmet isn't much extra slowdown time, approximately 0.2s increases to 0.24s - there are studies of helmet forces and kinematics, you can look it up). In addition helmets have a much higher coefficient of friction than a head where the skin simply comes off, this leads to higher forces on the head and neck.
tldr: helmets don't prevent concussions and can make head and neck injuries worse - it is up to you to decide whether you would rather a broken neck or to be scalped in a bad accident.
