Why does california have these one way signs that point when the rest of the country has rectangular shaped ones. These are actually better imo, but I can't find any sources for why they are usually different in california. Not sure if this is the place to ask.

Different jurisdictions use different signage, on local and state roads there isn't a federally mandated set of signs. There isn't really a deep answer here, just for whatever reason the DOT there decided they want to use these signs. Same goes for various traffic signal signs city to city and state to state. Every DOT wants to have their say.

Wrong. https://mutcd.fhwa.dot.gov/
MUTCD introduction paragraph 07:
>The U.S. Secretary of Transportation, under authority granted by the Highway Safety Act of 1966, decreed that traffic control devices on all streets and highways open to public travel in accordance with 23 U.S.C. 109(d) and 402(a) in each State shall be in substantial conformance with the Standards issued or endorsed by the FHWA.
And paragraph 19:
>In accordance with 23 CFR 655.603(b)(3), States or other Federal agencies that have their own MUTCDs or Supplements shall revise these MUTCDs or Supplements to be in substantial conformance with changes to the National MUTCD within 2 years of the effective date of the Final Rule for the changes. Substantial conformance of such State or other Federal agency MUTCDs or Supplements shall be as defined in 23 CFR 655.603(b)(1).
Presumably the state DOT thinks the signs in OP's photo are "substantially compliant" with pic related from the MUTCD, and the FHWA hasn't bothered to call out the state officials.

So, changing the R1-6 (ONE WAY) sign from a rectangle to a pentagon is not allowed.

But whatever! The state DOTs really don't care. A few months ago, New Jersey had the URL for its official coronavirus website plastered all over its changeable message signs for WEEKS, even though putting URLs on signs is explicitly forbidden by section 2A.06 paragraph 14 (except on carpool-information signs and signs that are meant to be read by pedestrians/bicyclists rather than by motorists).

My uncle designed that sign while working for the state of California. He calculated they would install 145,000 one way signs over a 30 year period (this one in the 70s), and the material cost would save about 15 cents of time, though the tooling cost was a tad more. The cost savings was ultimately pretty low but not nonexistent. Other government bodies likely don't have the volume of signs to offset the tooling cost. You will notice these signs aren't used in California on the interstate system, only surface streets.
