In theory, would it be possible to upgrade one of these preserved bad boys with the requisite modern signaling and what have you, hire it on an excursion over higher-speed trackage, and see it hit 115mph again?

It's just a chassis with a shell. You can drop in a modern Tier IV engine and batteries to your heart's content. Better question is why when an all-new locomotive is cheaper.

doubtful that a clapped out engine like that could be kept running even for excursion, maintenance would be a nightmare.

it would be cheaper and more reliable to dress up a new loco to look like an E8 or 9

You're a moron. There are plenty of 50 year old geeps being used. When you rebuild locomotive you keep the steel frame and just cut the cab off and either overhaul or drop a new engine in. The frame on these things is never the failure point.

I don't think you realize how well built locomotives are. Weight is a virtue so they can and do have extremely robust components

I dont hink the 2926 will run this year. the whole group (nm steam locomotive and railroad historical society) is shut down cuz of fuckass coronavirus and they still have a lot of problems to work out (safetys lifting too early, pistons not sealing etc)
