They're not charging him $150 to replace the parts and then $150 for the cleaning. They're charging him $150 FOR the parts themselves then $150 for the tune-up. It also plainly says that the "drivetrain clean 2.0" includes everything in the "basic tune up" PLUS the cleaning. So their basic tune up is probably adjusting the shifting, the brakes, truing the wheels, adjusting anything with bearings, and making sure all fasteners are properly torqued. And then, they aren't tacking on any additional labor to install any of those new parts, which makes sense because it would all be coming off anyway for the cleaning.

I get that prices for parts and labor can seem excessive, especially to people who like working on their own bikes. Most people don't like working on their own bikes though. At my shop, we serve so many people for whom a bike is just a toy or a piece of sporting equipment. They don't care about it that much and they certainly don't care enough to learn how to work on it. And prices online are so low. Shops just can't afford to mark stuff down that much.
