I think the issue is that with the amount of red tape with the FAA (which in a way is good, looking at the safety of aviation now compared to 50 years ago), it has become extremely difficult and costly for new entrants to start making full aircrafts. This is why we see the current trend where there is this duopoly and nobody can really compete against them. Even bombardier made an admittedly fantastic aircraft with the new C series, but they lost so much money doing it that they ended up selling to Airbus. Embraer also was going to be bought out by Boeing, but the Corona put an end to that due to Boeing's finances.

The existing manufacturers in the business jet market are significantly smaller than Boeing or Airbus, and there are also more of them.
