The point at the right or the left can only be sent into the middle track if they can guarantee the middle track has a red aspect and and all others signals are protecting it (a.k.a. slowing the train enough to it stop even if they run a red signal). In this case, the route was already clear for the middle track, but since one signal had a failure, it stopped the train anyways just in case.
