If you're going to factor in exactly every real world detal so that your theory accurately describes reality, then the set of events that are possible right now is exactly the set of events that are occuring right now, and answering what's possible in the future is equivalent to accurately predict the future.
That said, I imagine a dry dock can't be THAT expensive and Airbus could build one big enough if they wanted to. But that's pure guesswork from me.
Not that I think you need a drydock to build a flying boat. A shore scaffolding should be enough, and then push the plane into the water.
