The range isnt a manufacturer advertised range. Its a range that I know they can drive because I have driven them till they hit 20% SOC and derate. So yeah, its not a case of manufacturers advertised range. It's a true, proven range.
As far as the busses doing two runs without a charge, then coming back in, fast charging and continuing their day as normal, it's not an issue. A 10 minute charge is enough to get it thru its next run. You wouldnt be able to go do a double run in that bus again that day, but it's never been needed.

I have seen it happen plenty. I've been seen bus drivers hit by cars trying to get their poles back on overhead wires. It happens.

It doesnt mean you need twice the busses at all. We have these things in the bus industry (which youd know about if you actually worked in the industry) called 'Peaks' - theres two of them. One in the morning, from about 6.30am to 9.30am, and another in the afternoon from 3.30pm till 6.30pm. Peaks are high demand times, so they require more busses and higher frequency runs. The network capacity effectively doubles for on peak times. This means that off peak there is a surplus of busses in the depot. These busses can go out and cover for the EVs on the rare days that the fast charger has a fault. It isnt wasteful, and it doesnt require any extra busses.
