1. virgin is a private firm, not a function of the state of california
2. virgin is backed by F.E.C, a freight railroad
3. the line will connect BNSF's Victorville yard to Las Vegas
4. Las Vegas will probably grow a lot if/when Trump resumes underground nuclear testing next year

Even in the worst case scenario Branson will have effectively broken UP's monopoly on southern Nevada. This is good for business and right now labor prices are rock bottom due to California suspending most non-civil construction activities.

It might surprise you to hear, but the lobbying situation in the US is relatively tame compared to places like the EU or South Africa. That's not to say our situation is good though, and we should do everything in our power to curtail lobbying wherever we can.

As things stand the San Joaquins are more or less getting into CHSRA's system. Right now the only hangup is whether or not to electrify now or later, the SJQ's JPA (and corresponding legislative representation) wants to hold that back until after there's all track&structures built from Gilroy to Merced. Going north along the SN route to Chico is natural, and this gets Caltrans-sponsored service within sight of Redding. From there it'd be building ~350 miles worth of a mountain pass to Eugene, which would be a big task but surmountable if all three states went at it.

It's going east that is difficult. Just entering Donner Pass requires navigating Sacramento's NIMBYist suburbs and then it's all insane environmentalists and /pol/ to the state line. Nevada might also want different things out of it, like a Highway 50 alignment, while UP might complain about the new traffic. Ideally the Feds would step in and help push it forward, but nobody seems interested.

If you boil it all the way down there's some usable ideas, in Norcal specifically commuter rail is liked because Conductors preform fare enforcement in place of police. This saves taxpayers money (Conductors are paid less than cops) and people caught riding without paying don't automatically get into the criminal justice system. However, it only works because Conductors are backed by armed police who have no problems issuing a beating if someone refuses to deboard or waiting for someone to deboard and arresting them there.

However, the same people screaming #defundthepolice are the same people who want to defund trains and oppose rail expansion because it, under their logic, is racist and hurts bus ridership. This could be seen in the failure of LA's Measure R2 some years ago by the Black Bus Riders Union. They still hold power, they recently cucked Caltrain out of a transit tax because two SF Supervisors called the rail agency racist and demanded that the generated taxes go to black bus companies and black businesses. This is why nobody likes SF.
