maybe it's because cyclists are already a defined group like motorists (who would dominate if they didn't have their own board), so they unite around that. (not to insult bike riders, but a comparison might be /trash/ - theoretically it's just an off topic board, but the big group that gets to predominate there is furries because they exist as a group and don't have an alternative board.)
