jesus christ, no wonder you can't climb.
the bolt circle diameter on your crank is probably fairly large to begin with if that's the smallest ring on it, but even a 144bcd will accept a 42 tooth ring. so put that on, and if you can put something smaller, do it.
your rear cogs are probably in a freewheel (as opposed to a cassette) if the bike is old enough to have gearing that high. you can totally find freewheels with more teeth on the big gear, but after around 28t, the pulleys on the rear derailleur probably aren't going to clear the circumference of the big cog anymore. this is speculation based on the bike being old, which is speculation due to that difficult ratio. if I'm wrong, so much the better.
so, you should be able to get a lower gear right now with the components you have.
however, just how low will be limited by the components' compatibility.
my guess is, without anything else to go by except the low gear you posted, that the lowest compatible gear is going to be 42/28. much better, but still not terribly low.
to go lower, you need to replace crank to one with a smaller bcd, or the RD to one with a long or medium cage, or replace both crank and rd.
