The entire region was the heart of German industry and this was just a small project.
The Chicago "L" was build a few years earlier and the original plan was to build a similar elevated rail line. But local authorities where looking for something more elegant. Overhead cranes dad been in use for decades so an clever engineer came up with the idea to build a suspended monorail with basically the same technology.

It isn't very analogous to conventional railroad wheels/trucks. The Wuppertal system runs on double flanged wheels on a single steel rail.

Before some effeminate people threw a massive temper tantrum and WW1, WW2, Cold War and other useless wars happened, there was a momentum to try to build a sci-fi future.
You can see it in the prototypes for trains of the era and all sorts of inventions, including many aircrafts. Also the many fairs, art and movies they had.
