2 of those need to be better than driving. How much so depends on how much worse the third one is. Removing fares gets you halfway there. Though it will attract the dregs. Which handicaps the user experience. So it better take significantly less time.

No. It's fine if tickets are heavily subsidized but the psychological aspect of having to pay, even a low amount, must be kept. Free public transport experiments in Europe show that people treat entirely free infrastructure as if it's worthless and degradations strongly increases. Also paid transportation helps, even if a little bit, prevent unwelcome elemnts to loiter/congregate in public trasnport.
