If the leader ignores the Peaceful Protesters, you feed stories to the international press about how he's losing his grip on the country. If the leader cracks down, you run stories about what a fascist gigahitler he is. Either way it's much easier to get your puppet government installed. Trouble with running the operation in America is that law enforcement is almost completely a local/state thing. Originally the dem mayors and governors let it rock to bait Trump into sending the marines, but instead he's making compilation videos and using them as campaign ads.
At this point I'm pretty sure they're just letting it go on because they're terrified of being called racist.
