How would you reccomend your skinny out of shape underweight tech nerd friend who lives in a bad neighborhood in a downtown major city that makes insanely homicidal 'bike lanes' with nothing rural around him for an insane amount of time get into bike riding

I'm in the same situation as you friend. Except my town has a much higher crime rate than you.

My suggestion? Get a fixed gear bike and ride it around your local park as fast as you can. Fixed gear bikes are cheap to buy/maintain and you can't coast, so you'll get a good exercise in a short time.

Plus, if you ride it into town, there's less chance someone will want to steal it.

Do like I do and just use your car to take it to the park. Front wheels come off easily and can be stored inside most large cars or trucks. Otherwise, you can attach bike racks to your trunk without needing a tow hitch.

If you're intending to use your bike for primary transport, then you're fucked.

Get the sturdiest bike you can. Some kind of steel tank of a bike rather than a lightweight thing or complex mtb. Something with at minimum 32mm wide tires.
Ride it around. Make sure your tires are full but not hard. Go around in the daytime. Explore. Find landmarks like stores and then try to get to them and back successfully. Avoid the high crime areas or go thru them fast if you have to.

Just do trips from your home out and back.

I'd recommend a Norco Rampage 2. I would have recommended last year's, Ryde, but they don't make it anymore. Cheap enough nobody would probably steal it, probably strong enough that it won't break, and fun in urban areas. The Ryde was cheaper last year, but they no longer make it unfortunately, but you could probably still find, and buy a new one.

Lightweight aluminum frame, carbon fork bike with a wide 11-32 cassette in the back and at least a compact 50-34 crank in the front

All black bike, no visible electronic gps devices or cyclocomputers, tires at least 28mm wide with puncture protection, a kryptonite lock that is locked through the frame and back wheel and to a bike rack.

Get a rear flasher of at least 100 lumens, wear a helmet and bright clothing while on the bike. take the right half of the right lane.

Look around, see who else is riding - maybe there's an informal club or weekly get together, something like that.
Maybe you'll meet some cool people who are also just starting to get into it - many are.
Maybe you'll meet a QT to ride around with ?
Get a helmet and wear it. Fenders and a rack are good if you're commuting, lights are essential after dark. - cheapo USB rechargeables are fine.
Get a decent lock.
Go slow starting out - confidence is good but remember that people in cars don't give a fuck and you can easily get done in. You've got to second guess the actions of every car you see, moving and parked - this is second nature if you've been riding for years, takes a bit of attention if you haven't.

some bikelanes are great on lower speed roads

but then they put """bike lanes""" on 6 lane divided highways where the traffic is going 45 mph+ and it just does not feel safe. It's not even pleasant since it's all commercially anyways.
