Does this line of reasoning actually happen? I mean, 8k euroshekels will get you a very decent used car, it's not a spare change... So far i haven't seen anyone dropping more than 3k euros on a bike and not being super fit/competing/long time cyclist/thinking about every detail/skilled at maintaining bicycles/all of the above.
Is this an american thing?

Only with non-cyclists and clueless, inexperienced cyclists. Usually the same ones that believe that every single pro rider (or pro athlete for that matter) is using steroids, EPO, and other PEDs, and that it's impossible to be successful to any degree otherwise.
The truth of the matter is, you might be a tiny bit faster on a pricier bike than with a cheap bike. You also might make a cheap bike a tiny bit faster with an expensive wheelset.
But the fact of the matter also is that past the ~$3000 point, you're very close to the point of diminishing returns, and that's if you're already a pro or near-pro level rider.
Most of it is just basic physics: a heavier bike will have you climbing hills a little slower than a lighter bike, which if you're actually competing makes a huge difference. A bike with a frameset that flexes more wastes more of your effort at your maximal level of effort than a bike with a frameset that's stiffer where it counts. A more expensive bike with a frameset built for racing is going to be faster on high-speed technical courses (like descending a mountain) and will be much better taking 90-degree corners at high speed, making you faster over an entire course.
But without the rider training specifically and intentionally the bike itself won't make them a champion bike racer. What it'll make him is a 'Fred'.
Conversely a dedicated, disciplined rider that trains intentionally and specifically, on a cheap bike, will beat the untrained rider on his expensive bike, every single time.

In my opinion no new rider should go out and buy a very expensive high-end bike, not unless they've already made a committment to becoming fit enough to take advantage of it's capabilities, and has some definite signs that they can achieve the level of fitness to warrant having an expensive bike.
