the sixth gear or smallest cog is often worn out due to having only 14 or 13 teeth
a common wear pattern due to user error is to sharktooth
.eg the wear on the sprocket will not be symmetrical but will bend clockwise towards the forward rotation of the chain

if the derailleur is trying to shift upwards tightening the cable will force the chain to shift to 5th
after this up shift you can then loosen the cable to the point that it shifts down again
at the point it shifts down it is unlikely that it will attempt to jump up again
but if it does you can just loosen it a little more
note that indexed shifting causes many problems further up the cassette
