You could use Carbon fiber or better yet Boron fiber, but they would be complicated and expensive and likely have a lower safety margin but still safe enough to work.
I wanted to work with the Aerospace department on this as I wanted a better model these as they look interesting and could solve some odd problems. But the moment I said airship they started laughing, once I told them about the other details they showed me the door and told me I knew nothing.
Because of course they guy studying super light weight materials shouldn't bother the Aerospace people with these novel things and new discovery. Who care if this stuff has several times the strength to weight ratio of the stuff they normally use.

Just making an airship so big that we can use cheap and simple things like steel and hot air. This works if the airship is a just a few miles across. A floating city is not as hard as people think if you make it big enough.
