There's just too many variables to control. If I'm thinking about the gear shifter I'm not thinking about the clutch, if I'm thinking about the clutch I'm not thinking about the accelerator and the brake pedal, if I'm thinking about my right foot I'm not focusing on the road, if I'm focusing on the road I'm not looking at the side mirror, if I'm looking behind me I forget to use the turn signals, if I try hard enough to keep my limbs and eyes in check I suddenly forget the laws of the road.
