I don't understand this need to make everything so complicated. I've cycled to work the last 20 years, the longest distance was 27km one way and the shortest being current 16km.
Cycle year around; half of the year there is snow on the ground.
Usually I have my backpack on the rear rack, in which I have two 15cm keys. Never used them on the road though.
When I get flat, I will just keep cycling with the flat tire or if I'm close to the destination, walk the bike and change the inner tire back at home or work.
